These positions (up to 2) are located in Golden Gate National Recreation Area in the Planning & Environmental Programs Division. These are Career-Seasonal appointments which are permanent positions but do not provide work on a year-round basis. A selectee will be in non-pay/non-duty status for at least 2 weeks to 6 months per year. Open to the first 75 applicants or until 12/12/2024 whichever comes first. Duties

This is an exciting and dynamic park where staff work closely with others in the planning and environmental programs division, assist colleagues from other divisions, and work closely with park partners and other public agencies. These positions will focus on a variety of environmental planning topics such as environmental compliance, hazardous material disposal and management, and stormwater management. Candidates should have knowledge of a broad range of environmental regulations and legislation such as NEPA, Clean Air and Water Acts and the Endangered Species Act. Major Duties Include but Are Not Limited To: Applying a variety of Federal regulations, policies, guidelines, and procedures related to environmental compliance such as implementation of the National Environmental Policy Act, the Clean Air and Water Acts and the Endangered Species Act. Prepare formal reports and documents, evaluating proposals, and coordinating review process for assigned compliance processes and environmental documentation. Reviewing, preparing, and interpreting water quality regulations and related documentation in compliance with the Clean Water Act and promoting compliance on stormwater and wastewater laws and regulations. Managing and coordinating hazardous waste management/disposal and knowledge of applicable federal environmental statutes and regulations including the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Collaborate with various staff and stakeholders. Organize and conduct public engagement meetings and complete briefing statements and public information releases concerning park planning and related management actions. Communicate effectively orally and in writing with park staff, public, key stakeholders, agencies, and tribes. Duties will be developmental in nature when filled below the full performance level. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. All qualifications must be met by the closing date of this announcement-12/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) assisting in collecting data, drafting reports, evaluating proposals, and coordinating public involvement and review process for assigned environmental compliance on interdisciplinary teams and communication with supervisor; (2) assisting with environmental planning actions; (3) applying a variety of Federal regulations, policies, guidelines, and procedures related to environmental compliance; (4) communicating and collaborating with various stakeholders on environmental planning; (5) ensuring projects meet scope, schedule and stay within budget; (6) maintaining administrative records for environmental compliance documents -OR- EDUCATION: Successful completion of at least a Masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. Creditable education may include degrees such as public policy, natural resources, cultural resources, planning, or have coursework associated with NEPA/environmental work, etc. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). Add the two percentages. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) collecting data, drafting reports, evaluating proposals, and coordinating public involvement and review process for assigned environmental compliance on interdisciplinary teams and communication with supervisor; (2) managing multiple environmental planning actions simultaneously and advising management and staff on environmental compliance processes; (3) applying a variety of Federal regulations, policies, guidelines, and procedures related to environmental compliance; (4) communicating and collaborating with various stakeholders on environmental planning; (5) developing work plans and ensuring projects meet scope, schedule and stay within budget; (6) maintaining administrative records for environmental compliance documents; and (7) coordinating with various Federal resource and regulatory agencies and non-government entities regarding environmental issues. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Creditable education may include degrees such as public policy, natural resources, cultural resources, planning, or have coursework associated with NEPA/environmental work, etc. You must include transcripts. -OR- COMBINATION: Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12.
