Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as experience implementing numerous environmental programs; experience providing leadership in making recommendations or decisions on personnel and environmental program issues and ensuring that the priorities and goals of the organization stay abreast of national policies, priorities, and changing conditions.

Knowledge of the executive and legislative decision-making policies, processes, and procedures.
Ability to target messages to audiences to assure maximum effectiveness and desired results.
Knowledge of environmental protection principles, practices and concepts which enables the incumbent to make high level decisions and offer expert advice on environmental programs and projects.
Knowledge of management principles, practices and concepts which enables the incumbent to make high level decisions.
Ability to plan, organize, and direct the functions of subordinate organizational units.
Ability to mentor, motivate, and appraise staff.
Skill in oral communication.
Ability to set organizational goals and/or direction.
