This position is situated in the Physical Medicine and Rehabilitation Service (PMRS) at the Sacramento VA Medical Center in Mather, CA. The incumbent functions as the Program Support Assistant (PSA) for PMRS, under the direct supervision of the Administrative Officer (AO).
DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Duties
Major duties include but are not limited to the following:
Performs general administrative tasks as well as project-based work with very little guidance and supervision. Develops and drafts standard operating procedures related to the Chronic Pain, Prosthetics/Amputee, Whole Health programs. Accuracy, attention to detail, and timeliness are essential qualities for this role.
Manages resources for Chronic Pain, Prosthetic/Amputee programs, and Whole Health. Participates in the planning and development of new initiatives related to program expansion. Monitors communication between Mental Health, Primary Care, and PM&R to ensure follow up actions occur in a timely manner. Coordinates regular huddle meetings and files minutes, and tracks action items.
Provides support creating grant proposals and awards, establishing timelines to ensure timely administration of the project milestones. Follows recordkeeping procedures for awarded funds in accordance with Fiscal policies.
Participates in drafting flyers, brochures, and announcements for VA patient education activities for the Pain Council in association with PMRS/Mental Health/Primary Care Pain Stand Down Clinics and provides program organizational support to clinical leaders.
Collaborates with AO, Service Chiefs, RN Care Managers, and Behavioral Health Pain Psychologist for Mental Health, Primary Care, and PM&R to prepare, compose, and review correspondence prepared for obtaining or supplying information to program leads at the direction of the AO.
Purchase card holder for the Service and therefore will be required to complete the mandatory TMS training courses, as well as maintain all purchasing records, including but not limited to, monthly invoices, receipts, spreadsheets, etc.
Assists the AO with managing inventory control, supply, logistics, purchasing high value and specialized medical equipment, parts, and services, tracking department budget and generating reports related to fund control points, contracts, etc.
Provides backup coverage for outpatient program referrals, consults, and intake reporting. Facilitates file records management and assists the Administrative Officer with managing the disposition of records in accordance with the Records Control Schedule 10-1.
Maintains an automated system of program-specific data to track suspense items, such as project milestones, progress reports, funding accomplishments and compliance strategies to ensure the timely completion and submission to leadership for weekly and monthly meetings.
Work Schedule: Full-Time; Monday to Friday, 8:00am to 4:30pm

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Providing technical and administrative support to a health program/department; Assisting in the preparation of documents and reports for a health program/department; Coordinating and managing reoccurring meetings, including taking minutes and transcribing; and Proficiency in various automated applications (e.g., Microsoft, organization/business specific software applications, etc.) to process and produce a wide range of documents and other materials.
There is no educational substitution for the GS-06 level.
