This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Human Capital Management Branch (HCMB). HRD is a talented team of strategists, analysts, recruiters, developers, and change agents leading cutting-edge initiatives to support the daily work life of OJP contributors. HCMB provides an array of programs to promote a community of engaged and empowered employees.

Duties

Serves as a Human Resources Specialist (Human Resource Development) in the Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Human Capital Management Branch (HCMB). Acts as OJP's technical expert on employee training and development programs, policies, and best practices. Serves as OJP's individual development plan (IDP) and Federal Employee Viewpoint Survey (FEVS) subject matter expert. Serves as a technical expert on leadership development programs, providing guidance on best practices and strategies to enhance leadership within OJP. Evaluates leadership development programs to ensure they are producing the desired outcomes. Manages the Agency's Learning Management System, Learn DOJ, for OJP and serves as the OJP Learn DOJ administrator. Acts as the Agency's subject matter on 360° assessments and provides analysis of data to identify leadership skills gaps. Conducts analysis of OJP's FEVS results and develops strategy for areas of improvement. Develops criteria, standards, and guidelines for evaluating operating employee development and training programs to determine their quality and overall effectiveness. Gathers and analyzes data to modify the OJP annual corporate training plan to meet annual and long-term strategic objectives. Serves as a contracting officer's representative (COR).

Qualifications

Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Assists in reviewing and/or evaluating employee training and development programs for impact in specific training program areas, providing recommendations for improvement. Helps provide guidance in identifying employees' development goals and skill gaps. Assists in reviewing existing leadership development initiatives to evaluate their impact and effectiveness, ensuring alignment with organizational goals and suggesting improvements where necessary.
