Duties
Serves as a central point of contact and internal office automation software subject matter expert for the Learning and Development Division (LDD).
Provides technical support in the delivery of curriculum in an on-line environment; troubleshoots applications and delivery platforms for trainers and participants to ensure effective training delivery.
Uses a variety of automation tools such as desktop publishing, graphics, word processing, to illustrate LDD programs and products, communications, publications, course offerings, high-level briefing charts, marketing materials, and services
Assists Specialists in the development of instructional materials; participates in the research of new learning and development products available to the agency.
Responds to inquiries related to the use of various automated tools such as the Learning Management System; and accessibility of course information. Coordinates LDD responses to ASKHR questions, ensuring timeliness and accuracy of information.
Duties as described reflect the full-performance level (GS-07). Duties assigned to an entry grade of GS-05 or GS-06 will be developmental in nature.

Qualifications
Specialized Experience Requirements:
GS-05: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as performing administrative support functions in the area of Human Resources (HR). Examples of specialized experience include: inputting and/or extracting data into an automated Human Resources (HR) or compensation system, verifying and updating training, benefits or personnel and position data and records, processing a variety of personnel actions related to employment, providing basic HR information to customers.
GS-06: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as providing administrative, technical and general office support duties to an organization in support of human resources, training, or compensation records or processes; utilizing office automation to create, retrieve, update, manipulate and store electronic data; preparing, editing and formatting documents and reports.
GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as providing technical and administrative Human Resources (HR) support to management and customers regarding the processes and procedural guidelines of learning and development, training or workforce development operations; assisting specialists in the development, marketing, or delivery of training programs; researching and advising customers on the requirements or processes of training program delivery in both an in-person and on-line environment.
Time-in-Grade Requirements:
GS-05: Current or former federal employees who have held a GS position in the preceding 52 weeks must been the time in grade requirement. Those that have held GS-03 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.
GS-06: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.
GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service

Education
GS-05 Substitution of Education for Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.
GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required
when it is directly related to the work of the position being filled.
GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required
when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
