This position is located with Bonneville Power Administration (BPA), in Policy and Planning (EWP) of Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Chief Operating Officer (K).
A successful candidate in this position will be responsible for providing direction and leadership in the planning, development, and administration of programs, systems, and work processes, which are necessary to perform the critical mission and support activities, required of the organization.
Duties
As a Supervisory Fish and Wildlife Administrator, you will:
Serve as the Manager, Policy and Planning, and as a member of the Fish and Wildlife management team with responsibility for developing implementing and evaluating all programs and policies which ensure the timely delivery of products and programs in support of BPA's strategic business objectives.
Determine and allocate necessary resources, including staff and funds, and is responsible for their effective and efficient utilization in support of goals, objective and functional responsibilities.
Provide direction and leadership in the planning, development, and administration of the Fish and Wildlife Program and Biological Opinions, including internal coordination with staff and external coordination with constituents and stakeholders.
Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepare schedules for completion of work.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
As the senior technical expert in Policy and Planning, provides a wide range of technical, policy, and regulatory analysis, advice, and guidance to BPA senior management, staff, and outside partners.
Qualifications
BASIC REQUIREMENT
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education.
--OR--
C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: 1) Providing technical assessments, project/program management, or scientific research of programs in the area of mitigating effects to fish populations to ensure compliance with applicable laws, regulations, policies, and mandated requirements associated with hydro system mitigation, and enhancement measures; and 2) Leading programmatic teams that focus on monitoring and evaluation of program and implementation policies for fish culture (hatchery policy), fish habitat improvement and protection, and fish predation.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
