The incumbent is a Program Specialist working as a Systems Redesign Specialist (SRS) in the Quality Management Service at the Dayton VA Medical Center. The primary purpose of the position is to coordinate clinical and administrative systems redesign initiatives and to assess and improve complex processes associated with healthcare delivery. The position is to evaluate, predict and advise on effective ways for the organization to utilize manpower.

Duties

Major duties include but are not limited to: Ability to analyze data, interpret conflicting information, and recommend interventions Ability to lead, facilitate, and work with staff of various disciplines. Ability to use established methods, techniques, and precedents such as questionnaires, interviews, and data mining. Ability to improve the arrangement of equipment, supplies, processes, and service areas into a system to achieve efficiency of operation. Ability to work with service chiefs and Executive Leadership. Provides coordination, management, and education for medical center process improvement activities Facilitating process improvement teams within the framework of directives, policies, performances measures, and accreditation standards. Coordinate the medical facility System Redesign plans and objectives with the VISN 10 and National Systems Redesign initiatives and accomplishing associated reports and presentations. Serves as a point of contact for system redesign and ensures the QMS Chief is apprised of program progress and obstacles. Gathering and organization of narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, and data mining, provide technical advice regarding organizational effectiveness, quality and cost controls, planning and improving the arrangement of equipment, supplies, processes, and service areas into a system to achieve efficiency of operation. Compiles reports including comprehensive analyses, noting discrepancies, and action plans to effect change. Promotes collegial relationships, uses creative problem solving, and practices flexibility. He/she recognizes and encourages growth in others and motivates staff in a positive manner. Work Schedule: Monday to Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in coordinating clinical and administrative systems redesign initiatives and to assess and improve complex processes associated with healthcare delivery. Experience in coordinating the effort to meet or exceed performance expectations related to access, patient flow, and timely, efficient and cost-effective processes throughout the medical facility and the affiliated community-based outpatient clinics. Experience in evaluate, predicting and advising on effective ways for the organization to utilize manpower, equipment, materials, and information to provide healthcare services to achieve optimal quality and productivity in the performance of operations. Knowledge of the application of theories, principles, practical concepts, processes, and systems related to human factors engineering, experimental design, operations research, analytical reasoning, problem solving, and scientific methodology. Knowledge of systems redesign concepts such as systems engineering, LEAN concepts and principles, Six Sigma, Theory of Constraints, and other related models . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The work places no special physical demands on the employee.
