Dayton VA Medical Center (VAMC) is recruiting for a well-qualified Medical Administrative Officer (MAO) in Patient Business Service (PBS). The MAO serves as Assistant Chief, Patient Business Service (PBS) and is full assistant to Chief of PBS, the principal expert. The Dayton VAMC is Level 1C, tertiary facility, providing a continuum of care encompassing all levels of acute, nursing home, mental health, hospice/palliative, and domiciliary care in an affiliated teaching and research environment.
Duties
The Assistant Chief, Patient Business Service (PBS) occupies a major position on the PBS service management team.
An important aspect of the Medical/Health Administration Officer's relationship to management is that of providing timely and reliable patient workload advice and benefit information necessary for management to make effective decisions and provide for proper program execution and planning. The employee serves as a subject matter expert and advisor on all Health Administration issues and assures appropriate oversight and monitoring for these programs that transcend the boundaries of PBS.
The Assistant Chief, PBS has shared responsibility for the planning, direction, control, coordination, operation, and evaluation of all Health Administration functions of the Medical Center. In that role, the employee is responsible for overseeing the administrative and technical operations for Medical Records (transcription, release of information, tumor registry, documentation and coding), Records Management, Freedom of Information Act, non-VA Care (Fee), Ambulatory Care Processes (scheduling, eligibility and enrollment, beneficiary travel, patient transfers, transportation/patient escort), Ward Administration, Administrative Officers of the Day, and the Application Coordinator functions for inpatient and outpatient workload credit, clinic setup, waiting list management, and Advanced Clinic Access management.
The size, complexity, and variety of programs at our Medical Center, the changing political, economic and financial climates, and the complexity of the budget and the resource planning and management make the task of Patient Business Service management extremely complex, difficult, and challenging. The employee administers operating programs and activities supporting health care administration and services provided to veterans, their dependents, and beneficiaries within PBS and Medical Center wide. PBS provides coverage at the Medical Center 7 days per week and 24 hours per day. Coverage is provided in Primary Care, sub-specialty care, emergency room, inpatient, and CBOC settings.

Administrative Officer of the Day coverage for all odd tours, weekends, and holidays.
Non-VA Care (Fee) administration.

The employee actively participates in financial and resources management by monitoring funds controlled by the Patient Business Service, and by assisting in the preparation of the overall facility budget as it pertains to programs administered by PBS through a detailed process of budget forecasting and trend analysis. The employee is also responsible for managing a service specific budget for overtime and holiday pay.
PBS is responsible for 10 control points, including: postage, non-VA Care (Fee), beneficiary travel, contract scanning and file room management, transcription services, Veteran meal tickets, and copier services. Utilizing sound management techniques, the employee prepares projections and justifications for other required resources, including personnel, space, and equipment. These functions require close working relationships with other Service Chiefs within the Medical Center and an understanding of cost benefit analysis.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: being able to give advice, counsel, or instruction to employees on both work and administrative matters, Identify the need for, coordinate, monitor, and maintain records of training completion of assigned staff and in-depth knowledge of VA and local governing laws, regulations, policies, and procedures to provide services within accepted guidelines in order to address and resolve a wide variety of problems.
