This is a Direct Hire Authority (DHA) announcement utilizing the DHA for Defense STRL Positions authorized by section 1108, NDAA for FY 2009 and section 1107, NDAA for FY 2014, to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as Team Leader (TL) in assigning work to employees. Provides software engineering expertise, knowledge and skills on system/software requirements, systems design documentation, developing software architectures; (continued below) Overseeing software testing and system-based development; performing configuration management; and reducing life cycle support costs. Participates with the supervisor in workload planning and budgeting and provides input to personnel management decisions. Resolves simple informal complaints and refers more serious issues to the supervisor. Develops and manages program planning and execution. Analyzes and reports the state of the project(s) relative to the funding guidance and work years ensuring effective performance. Provide and present technical assistance to internal teams developing new solutions, concepts, and methods to help facilitate the planning and execution of the mission. Serve as technical expert and representative for assigned Army programs of record on matters related to new software concepts and other plans of significant impact and importance. Formulate, plan, implement, manage, track, and evaluate large scale and extremely complex projects and their associated requirements and risks. Lead and coordinate the technical efforts of team members in solving complex issues and problems for a wide range of systems, applications, and customers. Providing installation, configuration, integration, upgrade and testing support for new projects, and maintenance initiatives for assigned Army programs of record and operating system environments. Work may include coordination and negotiation of logistics support requirements, software integration, interoperability, testing, training and worldwide fielding of software packages. Advises, counsels and instructs team members on technical work matters, provides on-the-job training and recommends training courses and other development opportunities to meet employee and unit needs. Also provides expertise, knowledge and skills on information/software project management, risk management, software process models, software engineering technology and tools, and computer aided systems engineering (CASE). Provides expertise, knowledge and skills on code component reuse, application development, web technology, and state-of-the-art commercial development tools.

Requirements

  • The duties of this position require temporary duty (TDY) travel up to 25% away from the duty station. Is subject to travel on short notice (i.e., less than 24 hours notice).
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI security clearance or access for the duration of employment.
  • Position is subject to an extended three year probationary period for the Engineers and Scientists Occupational Family unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the DB-03/GS-12 grade level, in addition to meeting the basic education requirement listed below, you must have one year of specialized experience at the next lower grade level. Specialized Experience is defined as experience equivalent to the DB-02 pay band (GS-11 grade level or higher equivalency) in the Federal Service which includes experience in: 1) Support program analysis, strategic development of projects, or software engineering technologies/tools for a technical program; 2) Provide technical input to others on the development/design, integration, or implementation of software applications/information technology systems; 3) Support program management, budget, scheduling, staffing, technical performance, or proposals for a program. Transcripts are required to meet the Basic Education for the applicable series. 800 Series Basic Education Requirement for a Lead Computer Engineer (0854): A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1.Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2.Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3.Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4.Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR 1550 Basic Requirement for Lead Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
