This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Candidates with Bachelor's Degrees for Scientific and Engineering Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Interdisciplinary and Computer Scientist position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO Mission Command, Technical Management Division, located in APG, MD.
Duties
Serves as a subject matter expert (SME) in networking, line of sight and beyond line of sight communications, satellite communications, Mission Command software applications and IT hardware/software.
Provides information and advice to higher-level managers when the work of the unit impacts other groups.
Develops, plans, implements, reviews, and directs assigned activities that involve work in areas of considerable System of Systems engineering difficulty and complexity.
Works in concert with Government/industry teams to execute the multiple mission-focused acquisitions programs and ultimately the fielding of new and enhanced capability.
Guides the work of personnel engaged in the planning, development and coordination of programs for complex and sophisticated systems under the Program Executive Office’s management responsibilities.
Provides review and analysis of progress to ascertain timely and adequate support for programs.
Anticipates possible delays, which could have a detrimental effect on overall objectives, and recommends corrective action.

Educational Requirements:
Educational Requirement for 0800 Series: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.)

Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Educational Requirement for 1550 Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (Note: You must attach a copy of your transcripts.)
In addition to meeting ONE of the Basic Education Requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience is defined as: 1) Provides system management and evaluation support for software-intensive and hardware systems; 2) Leads integrated product teams to guide the work of personnel for adequate completion; 3) Prepares and reviews program documentation to brief senior leadership on programmatic issues; and 4) Implements system engineering and testing processes during all product life cycle phases for developmental and procured systems This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
