Employee will serve as a Program Specialist - Clinical Research Coordinator aligned within the Research and Development (R&D) Service located at the George E. Wahlen Veterans Healthcare System in Salt Lake City, UT.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties will include, but may not be limited to the following:
Reviews Institutional Review Board (IRB) documents submitted by Principal Investigator's (PI) for proper content, accuracy and completeness following applicable laws, regulations, and policies. Provides training/guidance on preparing IRB documents and proper protocol submissions.
Communicates with PI or PI support staff to correct deficiencies. Upon resubmission, submits to appropriate IRB.
Creates and maintains a database to ensure all human studies continuing reviews are processed timely.
Communicates updates or changes in regulations and laws regarding IRB matters and ensures changes are made in IRB procedures to assure compliance.
Attends IRB meetings and report back to R&D leadership and the R&D Committee. Reviews IRB meeting minutes and includes on the R&D committee's monthly agenda.
Reviews applications to ensure all listed personnel have the appropriate scope of practice, license, credentialing and/or privileges for their role on the study.
Performs other duties as necessary.
Work Schedule: Monday-Friday, 8:00am - 4:30pm

This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. The SPF for this position is: Experience working as a member of clinical trial study team(s) coordinating administrative research activities.
In addition to the SPF, applicant(s) must meet at least one of the following experience and/or education requirements.
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience includes reviewing Institutional Review Board (IRB) documents submitted by Principal Investigator (PI) for proper content, accuracy and completeness following applicable laws, regulations, and policies; explaining the various regulatory and protocol requirements for human subjects' protection; and creating/maintaining a database to ensure all human studies continuing reviews are processed timely. OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR
COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate-level education (in excess of one year) and specialized experience may be used to meet total qualification requirements.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: The work is sedentary. Typically, the employee sits at a desk or table with some walking and standing. May be required to travel to other facilities and locations in the community.
