Duties

Provide assistance to the Regional Director by carrying out responsibilities for the development and execution of integrated programs for optimum management of the resources within the Upper Colorado Region. Develop and manage programs to determine the economic, political, social, cultural, environmental, and engineering feasibility of proposed projects. Direct the development, negotiation, and review of contracts and agreements necessary for a sound business approach in resource management, including repayment contracts; and assists agency personnel and project beneficiaries in the operation, maintenance, and management of completed projects. Exercise significant leadership and continuing delegated authority in providing interpretation of regional policies to subordinate officials ensuring technical coordination within the regional organization to secure effective work programs. Ensure coordination between the region and Denver Office to ensure that proper attention is given to the many scientific and legal interrelationships of cooperative programs between the region and other Reclamation and non-Reclamation organizations. Represent the Regional Director and provide effective leadership in the conduct of meetings, conferences, and interviews with representatives of other agencies, water users, contractors, landowners, other local interests and the general public. Maintain liaison with other regions of Reclamation and other Federal agencies to ensure that current and future activities are properly integrated into comprehensive basin plans.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience: Managing or personally performing professional, scientific, technical or administrative work in support of the operation and maintenance of dams or hydropower facilities, water control systems or associated facilities; planning, design, construction, operation, or maintenance activities for civil works projects related to power or the storage and conveyance of water such as canals, dams, pipelines, or tunnels. These examples are not all inclusive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/17/2024.
