This position is located in St. Petersburg, FL at the Veteran Affairs Regional Office, Services Support Division.

Duties

Skilled in completing oral and written presentations that are clear, concise and logical. Serves as a Certifying Official authorizing all financial transactions, adjustments, and Collections. Responsible for planning, organizing, assigning and reviewing the work performed within the Operations area. Develops procedures and coordinates activities across functional lines with other divisions, Regional Offices, service organization, and with other government departments or agencies. Serve as subject matter expert in all areas of the Financial Operations section. Performs accounting reviews and payment function checks for discrepancies and advises management with proposes plans to prevent future unassociated funds situations. Responds to inquiries from Congressional Offices, Regional Counsel and Office of Inspector General. Ability to communicate either by phone or correspondence with veterans, fiduciary, other offices with inquiry results. Examines, certifies and audit vouchers submitted for payment, while assessing compliance with applicable laws, regulations, policies, and procedures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2024. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal, state, local, public, or private sector. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) Analyzing and interpreting complex financial regulations, policies, and laws to provide detailed technical advice to staff members and management; 2) Auditing and submitting vouchers for payment; experience using analytic skills to audit programs and functional areas ; 3) Providing technical advice on the concepts, principles, practices, and laws pertaining to finance operations. OR Applicants may substitute education for experience at grade GS-11. Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related; OR Applicants may combine education and experience to qualify for grade GS-11. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
