As an Accountant in the NASA Shard Services Center (NSSC), Budget and Accounting Division, you will be responsible for performing a variety of accounting duties pertaining to accounting operations, financial management and financial reporting, requiring knowledge of accounting systems using generally accepted accounting practices and federal regulations.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Analyzes new, proposed or changes to existing laws, regulations and standards in relation to financial reporting, budget, accounting, and
financial policies and practices for application to the entire Agency's financial practices.
Develops and reviews guidelines for a variety of accounting programs and provides advice and guidance on analysis, processes, methods, and
resolution of problems related to the recording and control of financial accounting data to ensure integrity.
Evaluates accounting and financial management data to determine legal and regulatory compliance, workflow, and other financial
considerations.
Executes high level data analysis and integration and provides explanations regarding the data. Develops and/or updates manuals, methods,
and directives for the validation of data.
Prepares reconciliations and reports containing essential financial information such as financial status, general ledger accounts balances,
quarterly and annual reports, and reimbursable transactions.
Provides oversight on analyses, validation, and reconciliation of data prior to entering in the accounting system (SAP). Oversees reviews and
analysis of all types of accounting transactions, and monitors data to ensure it is current and accurate.
Reviews reconciliations, reports, and conducts quality reviews to ensure accuracy and timeliness.
Serves as an interface for financial audits, reviews, and assessments.
Serves as subject matter expert on analysis, validation, and reconciliation of integrated accounts within the accounting system. Reviews and
implements NASA accounting procedures, policies, and guidelines.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Performing a range of operational accounting and financial management;
Analyzing, reconciling, and interpreting accounting data;
Performing research and responding to inquiries on a variety of accounting topics.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Analyzing and/or reconciling a variety of budgetary and proprietary accounts in the standard general ledger with emphasis on data integrity for financial reporting;
Researching root causes of errors impacting processes or the Standard General Ledger and applying knowledge of cross-functional SAP transactions to assist with solutions;
Testing and implementing new financial tools or processes;
Making recommendations on process improvements.

Education
Basic Requirement:
A. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")
OR
B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Your background must also include one of the following:
- 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
