The Accounting and Travel Services Branch at the NASA Shared Service Center is seeking a skilled individual to lead a team and provide advice on and/or resolve a range of operational and/or strategic issues; develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

Duties

Lead a team in identifying, distributing, and balancing workload among employees; establishes guidelines and performance expectations. Instruct team members on the selection and application of appropriate problem solving methods and techniques and on using analytical techniques to identify complex accounting issues that ensure timely resolution of problems. Monitor the group's work progress and review completed assignments to ensure priorities, deadlines, and quality expectations have been met. Oversee the preparation of various internal and external reporting requirements, including Continuous Monitoring Program; validate accuracy of documentation provided in response to audits and auditors as needed. Ensure documentation and work instructions are updated timely and accurately; approve reports and work products. Review, interpret, and apply accounting principles, standards, concepts, policies and requirements for the group, in accordance with Federal and Agency guidelines. Work with various organizations such as NASA Headquarters, Center Chief Financial Offices, Applications and Platform Services and Functional Champions through leading or participating on Agency level teams to ensure team initiatives are met. Provide oversight of the Service Provider to monitor contractual compliance of quality and adherence to metrics.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level. Performing Fund Balance with Treasury and Internal Controls activities such as, internal and external agency audits and financial reporting; Leading a team, providing guidance on process and policy issues, and overseeing work products for accuracy and completeness; Applying Federal accounting principles, practices and procedures sufficient to review, interpret and apply professional accounting standards, concepts, policies and requirements in accordance with Federal and organizational guidelines; Applying analytical techniques to identify complex accounting and systems issues and ensure they are resolved in a timely manner. Education

You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree.

A. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")
OR
B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Your background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in
accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
