Duties
Duties are but not limited to:
Administering, planning, monitoring, and evaluating the WVP at Truman VA.
Coordinates a variety of activities including outreach; multidisciplinary activities; psychosocial assessments (to include Comprehensive Suicide Risk Evaluations [CSREs]); treatment planning; discharge planning (when necessary); consultation/education to Truman VA staff and community service providers, partners, and stakeholders; collection and maintenance of statistical data, and long-term program planning, evaluation, and modification of the WVP.
Ensures the coordination and provision of gender-specific and gynecological services, case management, and reproductive health counseling services (to include abortion counseling services, as part of the full Women Veterans Health medical benefits package) to eligible Veterans.
Provides a program of aggressive outreach to identify and locate women Veterans in need of health care services. Outreach is to include extensive communication and coordination with state Veteran's offices, Veterans Service Organizations (VSOs), and other health and social service agencies (including local colleges and universities) in order to identify and support Women Veterans.
Hosts focus groups for women Veterans, attend Veterans Integrated Services Network (VISN) women Veterans Town Halls, and host local women Veterans Town Halls for the facility. The incumbent will work closely with the Public Affairs Officer (PAO), Chief of Center for Development and Civic Engagement (CDCE), and other local and national Veterans Health Administration (VHA) staff who work within the Public Affairs/CDCE departments.
Collaborates with other service lines, programs, and specialized clinical areas within Truman VA to foster an enriching clinical environment for women Veterans.
Designated as the contact person for the WVP for Truman VA staff, and women Veterans and their families who need VA health care services. The WVPM will fully ensure the appropriateness and continuity of care is available to Truman VA's women Veteran population, either within our medical center and/or through Care in the Community (CitC).
Coordinates the provision of comprehensive health care services to women Veterans; plan for the establishment of new specialty or primary programs and the expansion of existing programs to meet the needs of the women Veterans who are currently seeking care (and the increasing number expected); ensure equity of access, service, and benefits to women Veterans; coordinate the provisions of state-of-the-art diagnostic, treatment, consultation, and referral services for women Veterans within a comprehensive, integrated health care network; coordinate medical/surgical health services and psychological care for the detection and coordination of specialty mental health needs and the improved quality of clinical care; collect, develop, and analyze data derived from these programs to assist in planning for women Veterans' services, and utilize appropriate clinical indicators and monitoring activities to ensure the care provided is of the highest quality. The above tasks are not all-encompassing; as such, the WVPM will be expected to perform other duties as assigned.
The WVPM is the editor of the monthly Women's Health Truman VA Newsletter and will ensure educational information and important VA information is provided in the newsletter. The WVPM will maintain the mailing list/address book and update it as needed. The WVMP is responsible for ensuring it is mailed out to women Veterans on the mailing list for Truman VA, as well as Truman VA's associated CBOCs.
The incumbent must be licensed at the advanced practice level and have at least two years of experience in an area of specialized practice.
Provides administrative, technical, and educational consultation necessary for accomplishing the work of the program, including education to health care system staff and outreach efforts to community programs.
The incumbent's specialized knowledge of practice can be differentiated from the independent practice Licensed Marriage and Family Therapist by the ability to expand clinical knowledge in the profession, administer a facility program, provide consultation and guidance to colleagues, role model effective clinical practice skills, teach or provide orientation to less experienced clinicians, and develop innovations in practice interventions.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Candidates must meet one of the following: (a) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE); OR (b) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution; OR (c) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Licensure. Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. Exception: The Secretary, or his/her designee, may waive the licensure requirement for persons who are otherwise qualified, pending completion of State prerequisites for licensure examinations for a period not to exceed three years from the date of employment on the condition that MFTs appointed on this basis provide care only under the supervision of a fully licensed MFT with an AAMFT approved license. Non-licensed MFTs who otherwise meet the eligibility requirements may be given an appointment as an MFT under the authority of 38 U.S.C.§ 7401(3). This exception only applies at the entry grade level (GS-9). For grades at or above the full performance level, the candidate must be licensed.
English Language Proficiency. MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
Grade Determinations: Marriage and Family Therapist, GS-12 (Advanced)
(a) Education, Experience and Licensure. Candidate must have successfully completed evidence based training in family therapy and must have graduated from a COAMFTE accredited program OR have passed the AMFTRE. Candidate must have at least five years of post-licensed clinical experience in delivery of family systems therapy including one-year equivalent to the GS-11 grade level. This experience must demonstrate the use of an evidence based family therapy model while exhibiting progressive professional competency and expertise. Assignments requiring responsibility for providing clinical supervision must have an AAMFT Approved Supervisor credential.
In addition, the candidate must demonstrate the professional KSAs listed below.
(b) Demonstrated KSAs:
Ability to provide specialized consultation for complex cases involving individuals, families and/or couples utilizing evidenced-based family systems theory/therapy.
Ability to provide crisis intervention which includes assessment, safety planning and complex treatment planning using independent clinical judgment utilizing family systems theory/therapy.
Ability to provide family systems therapy, which seeks to address Veterans and their family members on an individual level and deals with interpersonal interactions.
Ability to provide unlicensed MFT staff/trainees with systemic clinical supervision towards licensure from a family systems theory/therapy perspective.
Preferred Experience: Prior experience working with the women Veterans population.
