Duties

The incumbent functions as a Chief of the Behavioral Health Service Line (BHSL). Duties include but are not limited to: Administrative (Supervisory) Responsibilities (80%) Decisions are made with very wide latitude and independent judgment. Participates as chair of BHSL Executive Council in making decision about BH services. Applies knowledge of state of the art, evidence-based practice of mental health treatments and organized treatment programs including a familiarity with all the disciplines that provide mental health treatment services. Demonstrates strong interpersonal skills and business acumen in order to effectively and efficiently communicate timely information/reports to a broad variety of audiences including the highest levels of management. Has supervisory responsibility for subordinates (Senior Psychology Program Managers, Senior Psychologist, Homeless Program Manager, Chief of Psychiatry, and Vocational Rehabilitation Supervisor) and is responsible for all professional, management, and administrative aspects of BHSL services. Evaluates partnerships in conjunction with the BH Executive team and other services, including but not limited to, Primary Care, Geriatrics and Extended Care, Whole Health, and medical services that have an embedded BHSL provider or may refer to BH services, using relevant VA statutes and regulations and takes action to improve identified deficiencies. Responsible for all administrative actions associated with BHSL including tracking and evaluating staff's workload and productivity, Action Items related to BHSL, creating, implementing and ensuring compliance with policies and procedures related to all aspects of mental health services, documentation of clinical services and workload, performance improvement tasks, compliance with VA performance measures, meeting all appropriate strategic goals, compliance with requirements for follow up of Veterans who miss clinical appointments, ensuring utilization of clinical resources, etc. Establishes and maintains positive working relationships with internal and external customers. Other Administrative Responsibilities (10%) Attends National, VISN, and medical center meetings as appropriate. Accepts, when able, additional and special assignments that are necessary to meet the needs and goals of Truman VA in serving Veterans. Collaborates in the performance improvement processes and comply with performance measures as required by the VA for these specific programs. Participates in activities that obtain customer satisfaction feedback from clients (internal and external to the VA) and work to enhance services as needed. Clinical (10%) Provides direct care, clinical assessment, and triage/case management, as assigned. Provides clinical consultation to various disciplines and levels of training. Provides a full range of psycho-diagnostic services, including assessment, and using the most appropriate psychotherapeutic techniques in providing quality care. Performs psychological consultations, screenings, and evaluations. Provides a full range of therapeutic interventions including: individual and group psychotherapy, psychoeducation, treatment planning, participation in therapeutic community as determined by incumbents established disciplinary practice. Qualifications

Basic Requirements: The basic requirements for employment as a VHA MFT are prescribed by statute in 38 U.S.C. 7402(b)(10), as amended by section 239 of Public Law 114- 223, enacted Sept 29, 2016. To qualify for appointment as an MFT in VHA, all applicants must: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education. Candidates must meet one of the following: Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure. Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. Grade Determination: Marriage and Family Therapist Program Manager Leader, GS-14 (Care Line Manager/VISN/National) Experience, Education, and Licensure. In addition to the basic requirements, completion of one year of progressively responsible assignments and experience at the GS-13 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. The MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. The MFT Program Manager must have at least five years of post-licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. The MFT Program Manager must have an AAMFT Approved Supervisor credential. Demonstrated Knowledge Skills and Abilities. In addition to meeting the KSAs for GS-14 grade level, the candidate must demonstrate all of the KSAs below: Advanced knowledge and skill in management/administration of multidisciplinary mental health programs at complex facilities and/or across multiple sites which includes supervision, consultation, negotiation, and monitoring. Demonstrated global knowledge of the practice of marriage and family therapy to develop, maintain, and oversee programs in all settings. Ability to provide consultation on policy implementation, qualification standards, counseling practice, and competency with medical center director, VISN, or national program managers that are consistent with organizational goals and objectives. Advanced knowledge of evidence-based practices and mental health practice guidelines in multiple professional areas, and the ability to use these resources to guide the program staff in providing appropriate treatment interventions. Ability to influence high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines. Preferred Experience: VHA experience is highly preferred. References: VA Handbook 5005/101, Part II, Appendix G-44, Marriage and Family Therapist Qualifications Standard, GS-0182 Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, pushing and reaching over head. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Incumbent may be exposed, on a short term basis to fumes, dust and other debris. This position potentially requires flexibility in schedule and assignments, as this is a 24/7 hospital and is an essential function of the position. Some occasions this position require rotation of tours or indefinite work on non-administrative tours as established by the immediate supervisor. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.
