You will serve as a Human Resources Specialist within the Office of Human Resources (OHR) at NHTSA, providing technical and administrative support in key areas of recruitment, staffing, and classification. You will also serve as NHTSA’s Corporate Recruiter and supports initiatives to recruit mission-critical occupations and contributes to programs focused on diversity, equity, and inclusion.

Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements.To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:.
Experience providing HR support to management officials on human resources management concepts, laws, policies, practices and regulations related to recruitment, staffing, and classification.
Experience conducting qualifications analysis, processing personnel actions, preparing pre-employment security and onboarding documents.
Experience conducting outreach and recruitment strategies and methods to underrepresented groups and communities and responding to inquiries from applicants or hiring officials regarding statuses.
To qualify for the GS-09 on Education alone, you must have:
2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of human resources management concepts, laws, policies, practices and regulations related to recruitment, staffing, and classification.
Skill in conducting outreach and recruitment strategies and methods to underrepresented groups and communities.
Skill in analyzing diversity, equity, and inclusion trends and best practices for outreach to underrepresented communities.
Ability to communicate effectively, both orally and in writing, to represent NHTSA at meetings, events, coordinate program activities, and develop HR materials.
