This position is located within the Space Planning & Requirements Branch (SP&RB), Space Portfolio Division (SPD), for the Facilities Services Directorate (FSD), Washington Headquarters Services (WHS). The incumbent to this position serves as Chief, SP&RB, and provides direct staff assistance and support to the Director, SPD, for the management of the Department of Defense (DoD) Real Estate and Real Property Program in the National Capital Region (NCR).
Duties
Incumbent typical work assignments may include the following:
Manage, review, and ensure DoD administrator's space compliance with established GSA standards.
Recommend, develop, and revise DoD administrative space policies consistent with GSA standards.
Manage the oversight and reconciliation of GSA space assignment documents for the 14 million square feet of space with DoD documents to ensure accurate billing by GSA and subsequent payment by DoD components.
Manage the administration for the Randolph-Sheppard Vending Program by Federal Property Managing Agencies for the Pentagon Reservation and oversees and coordinates the program with GSA in the remaining administrative space in the NCR.
Oversee the establishments, verification, and maintenance of hard-copy and electronic space assignment databases, drawings, and records.
Manage the collection, maintenance, and reporting of the NCR DoD Administrative Space and Personnel report in accordance with DoD Instruction 5304.4.
Plan and schedule work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission.
Recommend selection of candidates for positions; recommend position structure changes; takes disciplinary actions and hears and resolves formal employee complaints and grievances.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS 13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) developing guidance on space policy; 2) resolving space acquisition issues for new construction projects; 3) developing long-term space management strategies such as space leasing and customer requirements; 4) directing the use of equipment, products, property and/or industrial production methods; and 5) managing programs and budget processes to plan within budget limits and legal requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
