This position is part of the Office of the Chief Financial Officer, Department of Energy. As a Supervisory Congressional Liaison, you will manage the External Coordination (Appropriations) Team within the Office of Budget.

- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing.
- New supervisors/managers are required to serve a one-year probationary period.
- New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- This position has been designated as "Q" and requires a security clearance at the Critical-Sensitive incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Providing expert analysis and guidance to senior officials on the appropriations process, as well as on management matters concerning Congressional communications and stakeholder briefings.
Developing detailed briefing materials on important topics for senior officials to prepare for congressional interactions and stakeholder meetings.
Formulating and implementing policies and strategies that affect the organization's programs to protect and advance the organization's interests.
Managing tasks among the team to establish clear priorities, ensuring that each member understand their responsibilities and deadlines.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
