This position is located at the VA Medical Center, Durham, NC, and is organizationally aligned under Ambulatory Care Service (ACS). The incumbent works under the supervision of the Administrative Officer (AO) Primary Care Section. The PRIME Program, along with its primary care clinics and Ambulatory VA Rotation is responsible for the ambulatory care experience along with the coordination of over 150 internal medicine residents.

Duties

Duties include but are not limited to: Collects data, establishing report format or complies with directed report formats, performs calculations, and presents data in final form for submission to the Director of the PRIME Program, to the Ambulatory Care Service, and to the Office of the Associate Chief of Staff/Education (ACOS/E). Coordinates in-processing of the residents by scheduling appointments for fingerprints, ID cards, HR requirements, computer access, pagers, assigning physicians, clinic set ups, etc. The incumbent provides education to these residents through on line (TMS) and face to face training on documentation standards, encounter management, billing and coding compliance, internal referral processes, along with ensuring proper oversight to these standards. Timekeeper for all residents and serves as the backup timekeeper to the other sections in Ambulatory Care Service. Maintains database for residents' scheduling, quota allocation of residents, supervisory staffing and clinic assignments. Analyzes changes in personnel needs in ambulatory clinics throughout the VA Medical Center and recommends changes to schedules based on program adjustments, training requests, changes in training requirements, and limitations in capacity. Performs analysis of statistical material and data generated from the PRIME continuity clinic and Ambulatory VA Rotation and prepares a variety of reports and correspondence. Identifies problems and makes recommendations in scheduling, quota allocation of residents and supervisory staffing and recommends alternative courses of action to ensure efficiency, economy and balance in the operation of the PRIME Program. Plans, reviews and reports program data as it relates to Resident Supervision and Medical Care Collections Fund (MCCF) collections. Interprets and applies VA, Accreditation Council for Graduate Medical Education (ACGME) and Office of Academic Affairs (OAA) regulations and procedures concerning resident training matters. Maintains automated system of program-specific data to track items such as progress reports, project milestones, etc. Work Schedule: 7:30am-4:00pm Monday-Friday Telework: Ad-hoc Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of the guidelines, rules, and regulations of the Accreditation Council for Graduate Medical Education (ACGME), Office of Academic Affairs (OAA), and Resident Review Committee in order to ensure the residents' training requirements are met, such as resident duty-hours restrictions, ambulatory continuity clinic requirements, resident supervision, etc. Extensive knowledge of the practices and procedures involved in data collection and statistical analysis in order to assure compliance with reporting requirements, workload, quality assurance, and funding for the PRIME Program. Knowledge and skill in the use of computer equipment and a variety of software and databases such as Veterans Health Information & Technology Architecture (Vista), Access, Microsoft Word, Excel, etc. in order to input and retrieve data and prepare a variety reports and correspondence for Ambulatory Care, Fiscal, and Quality Management. TYPING PROFICIENCY: Applicants for this position must show possession of the following skill: Ability to type 40 words per minute. This position requires Office Automation (OA). Candidates must have the ability to type a minimum of 40 words per minute. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the person in this position may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.
