This is a TEMPORARY, INTERMITTENT position is in the Office of the Executive Director, Bureau of Population, Refugees, and Migration (PRM/EX). The incumbent serves as a Human Resources Specialist (Recruitment & Placement) responsible for performing a broad range of analytical activities related to ongoing and long-range personnel management and workforce planning for Civil Service and/or Foreign Service staffing, recruitment, selection, and placement.
Duties
Develops long and short-range staffing plans to meet forecasted mission requirements, employee turnover, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.
Maintains and analyzes position controls including tracking, recording, and controlling allocations of staffing resources and recommends strategies to improve structure, staffing levels and distribution, work methods, and procedures.
Provides advisory service and assistance to managers and employees of all levels with reporting and correcting pay or personnel issues.
Researches, compiles, analyzes, and summarizes staffing trends, and turnover data, preparing reports of findings and presents recommendations on program requirements to managers.
Provides advice and guidance to management officials and individual employees on entitlements and benefits inquiries that are complicated by various eligibility determinations or by the sensitive nature of the entitlement or benefit.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in two or more human resources functional areas (e.g., recruitment and placement, classification, employee relations, including performance management and employee benefits).
Experience processing personnel actions in HR automated systems in accordance with the Guide to Processing Personnel Actions (GPPA).
Experience drafting a variety of documents related to human resources (i.e. reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues).
Experience providing advisory services regarding human resources issues to various levels regarding human resources issues which can be sensitive in nature.
There is no substitute of education for specialized experience for the GS-12 position.
