This position is part of the U.S. International Development Finance Corporation (DFC), Office of Small Business & Financial Services (OSBFS). As the Vice President, you will serve as a senior leader, managing direct loans and loan guarantees to a wide range of financial intermediaries that lend to micro, small and medium businesses across an array of sectors in emerging markets.

Duties

The Vice President has overall responsibility for leading and managing the Office of Small Business and Financial Services (OSBFS) of the U.S. International Development Finance Corporation (DFC). The OSBFS will facilitate DFC's investment into emerging market economies by providing medium- to long-term loans, guaranties, and risk mitigation instruments for often highly structured, complex transactions. Serve as a member of DFC's senior leadership team and participates in the Agency's overall strategy development, goal setting and execution of Agency-wide priorities and initiatives. Establishes and builds DFC's reputation to increase external stakeholder awareness of DFC's presence and impact in the assigned sector. Develop and maintain DFC's institutional expertise, including the key relevant relationships with banks, fund managers, investors, industry experts, regional experts, service providers, international finance institutions, US government partners and allies, and others. Provide strategic and operational direction to the organization financing activities spanning the entire lifecycle of the investment including business development, screening, due diligence, negotiating and structuring, approval, disbursement, and post-investment management and monitoring. Work with investment teams to prioritize potential investment opportunities based on the OSBFS strategy, Administration priorities, and feasibility of the project. Distribute overall sector target across investment staff based on capabilities, experience, and interests. Determine resources required to accomplish strategic goals and objectives. Ensure that departmental staff adhere to all internal DFC policies and procedures. Please Note: This is not a Bargaining unit position.

  • Selection may require completion of a one-year supervisory or managerial probationary period unless met during prior Federal service
  • Must be able to obtain and maintain a Secret security clearance
  • Within 30 days of your start date, you will be required to file an Executive Branch Personnel Public Financial Disclosure Report (OGE-278)
  • This position may require foreign travel to developing countries

Qualifications

Applicants must meet all eligibility and qualification requirements upon the closing date of this announcement. You may qualify at the SL-00 level, if you fulfill the following qualification requirements: SPECIALIZED EXPERIENCE: Candidates must have at least one year of specialized experience related to this position. This experience must be at or above the GS-15 grade level or equivalent. Your resume must reflect experience: 1. Experience providing effective senior leadership in organization that involves progressively responsible supervision to subordinates including investment professionals (i.e demonstrating management of people and resources, strategy, and prioritization); AND 2. Experience leading the provision of debt, guarantees or other financial products (e.g. securitizations) to financial institutions operating in emerging markets. AND MANDATORY QUALIFICATIONS: Applicants must address the following mandatory qualifications separate from their resumes. Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical qualifications. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Maximum of two pages per MTQ. 1. Demonstrated ability providing effective leadership and supervision to subordinates at a senior level within an organization. 2. Demonstrated experience providing strategic leadership and direction in planning, implementing, and evaluating short- and long-range initiatives to support strategic business plans and cross-functional business solutions. 3. Demonstrated experience originating, evaluating, and negotiating complex transactions, including within/with large financial institutions. 4. Demonstrated experience building networks and partnerships with a range of financial institutions, varying type, size and domicile (e.g., local banks, international financial institutions, etc.) across emerging markets that result in tangible investment opportunities. 5. Demonstrated experience identifying and pursuing innovative approaches to enhance financial services and access to finance in emerging markets. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
