This is a TEMPORARY, INTERMITTENT position is in the Office of Performance Evaluation, Bureau of Global Talent Management (GTM/PE). The incumbent serves as a Human Resouces Specialist (Performance Evaluation) responsible for representing the Department of State as an Operational Board Advisor for Foreign Service and Senior Foreign Service Selection Boards and related performance award Panels.
Duties
Interprets complex legislative, regulatory, and policy guidance, that involves review and analysis of data and files that contain proprietary, sensitive, and classified information to prepare recommendations for management.
Serves as a recognized senior advisor by other senior HR staff and program managers. Develops appropriate interventions for management on significant HR issues and concerns.
Establishes and maintains constructive liaison with Department Bureaus, other components, agencies, and contractors on all matters involving, planning for, transitioning to, and evaluation of performance management and related initiatives.
Analyzes challenges, issues, or program deficiencies throughout compliance functions to identify topics and areas to focus on training, communication, and education initiatives.
Utilizes advanced communication skill, tact, and persuasion to gain acceptance of recommendations and compliance with policies and regulations

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience evaluating candidates for promotion in the Foreign Service.
Experience interpreting, applying and/or adapting the guidelines used to consider candidates for the Senior Foreign Service.
Experience providing advisory services and recommendations to all levels of management on sensitive HR issues.
There is no substitute of education for specialized experience for the GS-14 position.
