This position is located in the Pecos District Office in the Division of Operations, with a duty station location of either Roswell or Carlsbad, NM. This position is concurrently open to Merit Promotion eligibles under Announcement Number BLM-NM-25-12622530-MP-FRB. Duties

Duties will be developmental in nature when filled below the full performance level. Prepare original drawings and preliminary layouts, as well as updates and revisions to drawings, including final as-built drawings. Install, test, calibrate, troubleshoot, operate, and maintain instrumentation and equipment associated with engineering and architecture projects and activities, including scientific data collection. Conduct inspections and assessments that involve a wide variety of test and inspection techniques. Draft technical documentation for assigned technical engineering work assignments and reviews documentation of lower graded technicians. Monitor project plans that outline the scope, schedule, and/or budget of assigned projects.

  • You will be required to obtain and maintain a valid state driver's license.
  • Certification to serve as a Federal Acquisition Certification (FAC) COR or AOTR may be required as articulated in Department and/or Bureau policies.
  • You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-06: Specialized Experience: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) extracting data from a variety of sources to interpret the data; (2) preparing drawings from layouts or sketches; (3) inspecting and testing a variety of equipment and materials to record test data for unusual responses. OR Education: Successful completion of at least one full year (18 semester hours) of graduate level education in an appropriate field of study such as engineering, construction, or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. OR Combination: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement. GS-7 Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting technical engineering evaluations; (2) drafting technical documentation for engineering work assignments; (3) using databases to maintain engineering data and records. OR Education: Successful completion of at least one full year (18 semester hours) of graduate level education in an appropriate field of study such as engineering, construction, or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. OR Combination: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement. GS-8: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting technical engineering evaluation and analysis assignments; (2) reviewing drawings for conformance to established engineering standards, criteria, and project requirements; (3) performing quality assurance and data integrity review of electronic data and records. OR Education: Successful completion of at least two full years (36 semester hours) of graduate level education leading to a master's or a completed master's degree in an appropriate field of study such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. OR Combination: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement. GS-9: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting difficult but precedented technical engineering evaluation and analysis assignments; (2) analyzing engineering issues and project objectives; (3) making adjustments to standard procedures or operations based on situations encountered in the field or during the study. OR Education: Successful completion of at least two full years (36 semester hours) of graduate level education leading to a master's or a completed master's degree in an appropriate field of study such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics. OR Combination: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement. Physical Demands: The work is primarily sedentary, although there is some walking in offices, production areas, utility plants, maintenance, and work areas. Work may involve carrying lightweight items, such as briefcases, notebooks, test equipment, and work papers or may involve operating a motor vehicle. The work does not require any special physical effort or ability. The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. The work requires considerable and strenuous physical exertion, such as: frequent climbing of tall ladders, staging, or scaffolding in dry-dock and vessel areas; working in areas where footing can be treacherous (e.g., on rocky banks of bodies of fast-water, slippery docks, or steep hillsides); lifting heavy objects weighing 50 pounds (i.e., 23 kilograms) or more; and frequent crouching or crawling in restricted areas. Working Conditions: The work area is usually an office setting adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts requiring normal safety precautions. Work involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing. The work environment involves high risks of exposure to potentially dangerous situations or unusual environmental stress requiring a range of safety and other precautions where conditions cannot be controlled (e.g., working at great heights under extreme outdoor weather conditions).

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
