This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS).
This position serves as the supervisor of a state-level Water and Easement Resources staff responsible for the coordination, direction, evaluation, and oversight of NRCS watershed and easement programs.
Duties
Directs the preliminary investigation of hydrologic units for which planning and/or modeling assistance has been requested.
Directs planning teams through assigned team leaders in the formulation of a total resource plan for assigned projects.
Directs determination of land rights required for structural measures including the determination of people, businesses, and farming operations eligible for displacement and relocation assistance.
Oversees a staff consisting of GS-12 non-supervisory positions made up of scientific specialists, technical and support staff of varied series and/or grade levels.
Provides leadership and guidance for the understanding and application of personnel rules and regulations
Performs duties in a supportive manner of a safe and healthy work environment.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).
Educational Requirement: This is an interdisciplinary position. To be eligible for this position, an applicant must have an applicable degree related to one of the below listed series.
Basic Education Requirement 0401, Natural Resources Management:
Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
Combination of Education and Experience: Courses equivalent to a major, as shown above plus appropriate experience or additional education.
Basic Education Requirement 0457, Soil Conservation Series:
Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR
Combination of Education and Experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils.
Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work.
Basic Education Requirement 0800, Engineering Series:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f)nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Education
Specialized Experience: To qualify for the GS-13 grade level, you must possess at least one year of specialized experience equivalent to the Federal GS-12 level or higher, or comparable experience not gained through federal service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience will include duties that involved some of the following:
- Managing field operations and staff including providing technical leadership and guidance in the implementation and development of natural resource conservation programs;
- Coordinating staff performance and budget management;
- Analyzing workloads;
- Developing and implementing annual work or business plans, and establishing goals within the constraints of funding and staff availability;
- Directing technical guidance and assistance to groups and individuals on natural resource conservation topics;
- Explaining and describing complex soil and water conservation issues, problems, programs, and solutions to diverse groups (e.g. rural and community landowners, residents, land managers, conservation groups, tribal entities, agency employees, and representatives of local, state, and other federal agencies in a way that supports agency objectives and promotes agency credibility).
Note: There is no education substitution for the GS-13 level.
