The position is on a United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) State Conservationist Staff, located in a NRCS State Office, and is supervised by the Assistant State Conservationist-Program. The incumbent serves as the Easement Coordinator the state, and is responsible for providing program guidance, training, and coordination to facilitate the agency mission and assigned program responsibilities.

Duties

Provides leadership to assist the State Resource Conservationist with implementation of agency easement programs. Manages restoration agreements, contracts and budgets, reviews modification request and processes in-scope or out-of-scope justification as necessary and elevates to the appropriate approving official. Provides statewide coordination of easement monitoring activities in accordance with established policy. Establishes and maintains positive and cooperative working relations with other federal, state, and local agencies, private organizations, to gain support and understanding of the program.

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time in grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include providing technical guidance, assistance, and evaluation to easement management plans and appeals; preparing legal and programmatic analysis for appeal request in support of a financial assistance program or easement program. Note: There is no education substitution for the GS-12 level.
