About the Position: This position is located with the Acquisition Support, U.S. Army Research and Development Center (ERDC), Vicksburg, MS.
This position is being filled as a developmental DJ-2 (GS-5/10). The full performance grade is a DJ- 3 (GS-11/12).
Duties
Analyze and review procurement requests of the contracts for completeness, adequate scope of work, availability of funds, compliance with laws, regulations and policies.
Monitor project acquisition schedules.
Operate as an expert technical consultant.
Develop, manage, and report on existing acquisitions/procurements for performance, efficiency, value, and continuing need.
Maintain up to date contract files for Senior leadership to follow throughout the procurement process.
Provide timely, consistent and comprehensive oversight of assigned contracts, deliver orders and task orders.
Research regulations, policies, and other documents to better support strategic acquisition plans/objectives.
Provide guidance on administrative issues (e.g., cost estimates, billing discrepancies, regulatory interpretations, obligation data, and program budget) in discussions with management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To Qualify at the DJ-02 (GS-05/10) grade level: General Experience: Three years of progressively responsible general work experience with one year of that experience equivalent to the DJ-01 (GS-04) grade level, which includes research acquisition regulations, policies, and other documents to better support strategic acquisition plans/objective.

Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04).
