The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. The position is located in the Bureau of Labor Statistics, Office of Field Operations, Division of Consumer Price Surveys. This is an interdisciplinary position and may be filled as either a Supervisory Economist or Supervisory Statistician (Economics).

Duties

The BLS headquarters is currently in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of Suitland, MD (Metropolitan Washington DC area), you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the new headquarters is being completed. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report in person to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible for limited telework, consistent with the telework policies of the Department of Labor, with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS. The duties include, but are not limited to, the following: Designs the conceptual, technical, and operational framework for training relevant to the subject survey Plans training objectives, deliverables, workload, and resources Leads liaison activities and technical support functions between regional and national offices on issues related to assigned surveys and training activities Resolves operational problems, coordinates responses on technical issues, and ensures timely and effective responses from technical experts in other organizations Manages survey operations and provides data collection expertise to support the design and execution of Bureau programs

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for Supervisory Economist/Supervisory Statistician (Economics), as described below. Basic Requirement Economist, 0110: A) Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B) Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Statistician, 1530: A) Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Specialized Experience Specialized experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. GS-14: In addition to the basic requirements above, applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-13, in the federal service. This experience must have equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position. This experience must demonstrate a thorough understanding of economic principles and theories and a wide knowledge of current economic factors and their implications. Experience indicators at this level are: Applying a comprehensive knowledge and understanding of economics or statistical theory to survey collection operations; Utilizing a variety of training methods and techniques in survey training, including the use of web-based, video-based, and other emerging training technologies; and Managing personnel, including assigning and balancing work, identifying training needs, and evaluating performance

If specific course work is required to fulfill the BQR, you must supply transcripts from each academic institution in which the required courses were taken to receive credit for that course work.
