The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.
This position will serve as the Chief of Staff in the Office of the Commissioner of the Bureau of Labor Statistics.
Duties
The BLS headquarters is currently in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of Suitland, MD (Metropolitan Washington DC area), you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the new headquarters is being completed. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report in person to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible for limited telework, consistent with the telework policies of the Department of Labor, with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS.
Duties include, but are not limited to the following:
Provides expert advice and counsel on the appropriate uses of BLS data and providing leadership and direction to program staff in the preparation of information and data analysis in response to requests from DOL, other Federal agencies, Congress, the news media, and other customers.
Provides leadership and direction for major important economic programs that gather, analyze, interpret, and publish a vast array of economic information.
Leads the team in the selection and application of appropriate economic problem-solving methods and techniques.
Assists staff in identifying the parameters of a viable solution.
Evaluates and recommends ways to improve office operations.
Plans and organizes high-level economic projects.
Undertakes special studies, directs projects, and carries out assigned missions of the very highest priority, many of which are of direct concern to the Commissioner and the agency.
Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; develops performance standards; gives advice or instruction to subordinates on work and administrative matters; and identifies developmental and training needs of employees, providing or arranging for needed development or training.
Interviews candidates for positions; recommends appointment, promotion, or assignment for positions; hears or resolves complaints from employees; refers group grievances and more serious unresolved complaints to a higher level; and effects minor disciplinary measures.

Qualifications
You must meet the Basic Requirements and the Specialized Experience to qualify for Supervisory Economist, as described below.
Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the closing date of this announcement.
Basic Requirement
A) Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B) Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Specialized Experience
In addition to the basic requirement above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the federal service. This one year of specialized experience must be in or related to the field of economics or statistics and must have equipped the applicant with the particular knowledge, skills, judgment, and technical competence in order to successfully perform the duties of the position to be filled.
Specialized experience is defined as work that demonstrates a thorough understanding of economic principles and theories as well as experience with the following:
Managed personnel, including planned and evaluated work to be accomplished by subordinates;
Directed economic analysis and developed economic program policy; and
Conducted project planning and managed and oversaw complex economic or statistical projects.
