About the Position: This position is located in the TRICARE Operations Department, Directorate for Healthcare Business. The purpose of this position is to provide specialized information, counseling, and assistance to beneficiaries concerning TRICARE programs and the Military Health Systems (MHS).

Duties
Serves as a point of contact for matters relating to all health benefits programs available to active duty and retired members, as well as TRICARE for Life, of the uniformed services and their dependents.
Interviews personnel and telephone callers to obtain information concerning military status of sponsor, the type of medical care being obtained.
Uses skillful interview techniques, tact, and discretion to elicit sensitive personal information in determining the nature of the problem.
Provides counseling and coordination of the TRICARE prime travel benefit, ensuring beneficiaries and medical center staff are fully aware of the rights and responsibilities of the patient and any non medical attendant during medical travel.
Acts as an advocate for the Naval Medical Center to promote better understanding of the military health benefits system.
Develops contingency plans for changes in work priorities, staff requirements or deadlines.
Acts as a Beneficiary Counseling and Assistance Coordinator (BCAC) for the Military Treatment Facility (MTF).
Acts as the Debt Collection Assistance Officer (DCAO).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Incumbent will be required to receive any command required vaccinations, such as the annual flu shot, which will be provided by the command. Only where it is medically contra-indicated or for religious reasons will employee exemption be granted.

In order to qualify, you must meet the education and/ or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing guidance on various healthcare policies and/or plans; and counseling beneficiaries concerning specialized health plan information, benefits, or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Health Care Administration, or Contract Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
