You will serve as a COMMUNITY PLANNER in the Public Works Department (PWD) Washington, located at the Washington Navy Yard.
Duties
You will coordinate, direct and provide the day-to-day administration of site planning, site development, building design, environmental impacts/constraints, economic analyses, cultural resources, design-bid-build and design-build bid documents.
You will develop project documentation (DD 1391) that includes project scope, cost estimates and supporting documentation.
You will prepare scopes of work, serve on A-E slate and selection boards, prepare Government estimates, assist in the negotiation of A-E contract and evaluate A-E performances for accuracy, adequacy, completeness and conformity with the contract.
You will consider all aspects of facilities development and general knowledge of any Planning and programming procedures.
You will provide consultation to our clients with recommendations and plans for the existing assets or land.
You will facilitate meetings among large groups and resolve controversial issues among senior-level Navy personnel.
Requirements

Qualifications
GS-12:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing the Navy Shore Facility Planning System (SFPS) and demonstrate experience with all major components of that system; 2) Utilizing analytic skills to analyze engineering, management, and economic data; develop appropriate alternatives; and identify benefits and liabilities; 3) Understand Urban Planning principles, Land Use Compatibility, Land Use Constraints Analysis, Safety Criteria Applications, Sustainable Development Principles, AICUZ Principles, Encroachment, AT/FP and the Site Approval Process and; 4) Establishing basic proficiency in information technology, such as Geospatial Information Systems (GIS), Interoperable Enterprise Facilities Management (ieFACMAN), eProjects, Electronic Project Generator (EPG) and internet Navy Facilities Assets Data Store (iNFADS). GS-11:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Applying theories, concepts, principles and methodologies or a complex knowledge of planning sufficient to research, analyze, interpret and carry out difficult, but conventional assignments; 2) Preparing and evaluating conventional plans and design specifications; 3) Preparing basic project documentation for FSRM projects, documents for BFR's, and site approvals for moderate to complex projects with minimal review/input; 4) Participating in land use planning and siting evaluations as a team member and RPM point-of contact, and; 5)Utilizing a working knowledge of iNFADS, the planning module and the sore facilities planning system. Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
