Duties

You will provide leadership, supervision, and management to a multi-disciplinary team of planners, GIS Analysts, planning techs and Real Property Accountability Officer to execute facilities planning products and services. You will provide Project Management of a variety of reimbursable projects to deliver in a timely manner, accomplish objectives within resource constraints, and manage client expectations effectively. You will develop project budgets and manages budgets and resources to accomplish the assigned workload. You will prepare and present written documents and oral presentations on complex issues in concise, thoughtful, and complete manner to aid decision makers. You will assign work, set priorities, grant leave, develop and execute performance plans.

Qualifications

In addition to the basic requirements of this position, your resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading multi-disciplined teams involved with safety, security, personnel management, and EEO regulations, practices, and procedures; 2) Establishing basic proficiency in information technology, such as Geospatial Information Systems (GIS), Interoperable Enterprise Facilities Management (ieF ACMAN), eProjects, Electronic Project Generator (EPG) and internet Navy Facilities Assets Data Store (iNFADS); 3) Preparing and presenting written documents and oral presentations on a broad array of activities of federal, local government, and/or industries in a concise, thoughtful, and complete manner in order to aid decision makers; 4) Applying common business and economic principles, theories, concepts, and procedures in the areas of financial management principles and standards, and Budgeting Systems (i.e. DoD Planning, Programming, Budgeting System - PPBS); 5) Managing multiple projects in a timely manner and accomplishes objectives within resources time constraints; and 6) Evaluating state-of-the-art scientific and engineering technologies in order to incorporate into the planning, design, operation, maintenance, repair and upgrade of installation natural/built infrastructure. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
Or
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
