This position is part of the National Archives and Records Administration. Serves as an Administrative Officer within Business Support Services (B), Field Support Management Division (BQ) . Incumbent will provide a wide variety of administrative services and contributes to management decisions that impact operations of BQ and other local programs and operations. Performs under the immediate supervision of the Field Support Officer (FSO).

Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Administrative Officer, you will: Coordinate all procurement activities through an assigned COR, generally remotely located. In compliance with NARA procedures and federal regulations ensures that all required actions are completed efficiently and accurately. Monitor the field government purchase card program to ensure appropriate use, including enrollment, procurement, training, and expenses. Monitor the field government travel card program to ensure appropriate use, including enrollment, training, and expenses. Coordinate all human resources processes and procedures within their assigned field site and coordinates those activities as appropriate. Duties include but are not limited to personnel actions, staff onboarding and orientation, exit clearance, initiating background checks, PIV card sponsoring and activation, maintaining staffing plans, among other duties. Formulates the operating program budget and monitors expenditures of funds for field operations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-11, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position must include: Independently performing duties involving administrative management of budget, finance, contracting/procurement, human resources, and program analysis activities and developing policies and practices in regard to those activities. OR Ph. D or equivalent doctoral degree. OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. For the GS-09, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position must include: Experience assisting with duties involving administrative management of budget, finance, contracting/procurement, human resources, and program analysis activities. OR Master's or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09level for 52 weeks. For the GS-09, you must have been at the GS-07level for 52 weeks.
