This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), The Pacific Marine Environmental Laboratory (PMEL) with one vacancy located in Seattle, WA. Duties

As a Supervisory Administrative Officer, you will perform the following duties: - Provide expert leadership, oversight, and management direction for administrative programs and operations. Develop policies and guidance for program and administrative personnel. Shape administrative policies and practices of the organization for effective and efficient execution of administrative activities, including developing guidance and/or SOPs (Standard Operating Procedures). Develop staffing and position management plans. - Oversee budget, awards, procurement, travel, personnel, property, workforce management, administrative processes and fiscal procedures. Responsible for the implementation and execution of grants management functions, cooperative agreements, and financial operations. - Serve as supervisor planning and distributing work to be accomplished by subordinates, evaluate work performance as part of the performance process; identify developmental and training needs. - Confer with the Director and Deputy Director on critical mission guidance, and leadership on the overall day-to-day management of administrative projects and programs.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: - Overseeing a full suite of administrative activities, including the planning, execution, and evaluation of an organization's operating budget; - Developing multi-year work plans, initiatives, and strategies to achieve organizational goals and objectives; - Providing guidance, interpretation, and leadership to senior managers and division leaders, for the development of administrative policies, procedures, and staffing plans; and - Planning or leading projects or teams, such as assigning work, setting priorities, and providing feedback on work assignments.
