The incumbent is the Administrative Officer (AO) for the Health Administration Service (HAS) Line of VA Puget Sound Health Care System (VAPSHCS). The Administrative Officer is an integral part of the HAS Leadership team along with the Director and Associate Director of the Service Line.

Duties

Duties include but not limited to: Providing leadership in the development of the organizational structures and processes to ensure optimal administrative operations Managing the financial and human resources, performing management analysis, data processing, contract administration, tracking of regulatory readiness, emergency preparedness, service line communications and all similar or closely related activities. Coordinating the acquisition of supplies and equipment including reviewing and signing for incurred expenses as the approving official for all requests for supplies and equipment needed Developing and overseeing the new employee orientation process Managing the purchase card program and supervises the employees with purchase cards Ensuring all purchase card holders receive the required training and audits the use of purchase cards for all assigned Fund Control Points Assisting with the preparations for budget estimates to make resource allocation recommendations and decisions Coordinating the acquisition of supplies and equipment including reviewing and signing for incurred expenses as the approving official for all requests for supplies and equipment needed Conducting and/or supervising the equipment inventory (ElL) of all the property assigned to the Service Line, determines, and justifies future equipment needs from surveys and initiates actions to secure the needed resources Working with Health Care System-wide committees and groups Providing the administration or invoice management for the contracts Evaluating and monitoring all administrative activities assisting the managers and supervisors when needed Work Schedule: Monday-Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative and technical supervision over a variety of occupations, performing management analysis, contract administration, tracking of regulatory readiness, emergency preparedness, working with Health Care System-wide committees and groups, ensuring the resources and services needed to manage and effectively run a Service Line are effectively in place, including managing the financial and human resources; overseeing the new employee orientation process; providing the administration or invoice management for the contracts; overseeing the purchase card program and supervising the employees with purchase cards, ensuring all purchase card holders receive the required training, assisting with the preparations for budget estimates, analyzing programmatic needs; conducting and/or supervising the equipment inventory (Ell) of all the property assigned. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as some walking, standing, bending, or carrying of light items.
