There is one position located in the Division of Resolutions and Receiverships (DRR); Financial Services and Technology, Resolution and Data Management Section of the Federal Deposit Insurance Corporation as follows:
1. Dallas, TX; or
2. Washington, D.C.
Salary reflects a pay cap for this position of $275,000.
Duties
Manages a team of information specialists involved in wide-ranging data processing, data management, user support, financial institution processing, and systems.
Oversees and evaluates (1) the acquisition of data from services and financial institutions, (2) the conversion of data from the bank's format to a format compatible for use with FDIC applications (3) the reconciliation of data to bank systems (4) the analysis of data and rectification/correction of data, and (5) the dissemination of reports generated from the data. Validates processes and controls are compliant with all automation aspects of systems/system interfaces to ensure timely and accurate flow of data and reporting.
Using project management techniques and software, plans, tracks, and co-ordinates work of information specialists engaged in projects and development of new and improved procedures.
Participates in operational reviews and develops plans for modifying and improving existing systems, practices, and techniques. Oversees procedural changes, controls documentation changes, and ensures staff is provided adequate instructions and training when changes in procedures or policy occur.
Participates in or leads FDIC projects related to new banking technology reviews, e-banking as used by the financial industry, DRR systems user groups, and process improvement projects. Participates in developing documentation of projects, white papers, and other written reports.
During bank closings, acts as the Information Technology Manager. Manages and controls data processing, item processing, and other data sources including web pages, e-banking, and control of access to systems. Supervises staff in data mapping and conversion, equipment set-up and control, and reports to the closing manager any potentially sensitive or unresolved issues.
Assess closing needs by attending pre-closing meetings or going directly to the financial institution, pre-closing to gather data. Determine training needs and tools, coordinate training opportunities, and oversee maintenance of IT bank closing instructions and manuals.
Responsible for ensuring bank-closing equipment is maintained in good condition, tracked and controlled through an inventory system, and that the most current images, versions, and virus scans are loaded.
Exercises supervisory personnel management authority and performs the full range of performance management duties including planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Technical Experience: Experience in planning, implementing, and directing institution technical and operational closing and post-closing resolution strategies, data mining projects, and other IT projects to facilitate effective receivership and/or resolution operations.
