Duties
The Concessions Management Specialist is a member of the Commercial Services Program of Sequoia and Kings Canyon National Parks.
The major duties of the Concession Management Specialist position include, but are not limited to, the following:
Applies knowledge of relevant laws, regulations, policies, procedures, and contract provisions to monitor compliance by commercial service operations.
Reviews and tracks difficult and detailed financial matters (e.g., Concession Facilities Improvement Program, maintenance reserves, franchise fees, lease rents, CUA charges.
Interacts with internal and external stakeholders (e.g., concessioners, leasees, regional office staff, legal advisors, external groups, public) to resolve differences and achieve NPS objectives related to a variety of difficult and complex commercial service issues.
Collects and monitors contractual, operational, asset management, and safety performance data of concessioners.
Coordinates and conducts studies and analyses (e.g., market and financial feasibility studies, comparability studies) that are utilized in making informed decisions related to commercial services.
Duties will be developmental in nature when filled below the full performance level.
Promotion Potential: Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments but don't work on a year-round basis. Pay status will be for 25 pay periods from February through end of January and will be in a non-pay status for one pay period in end of January/beginning of February. The position will be in non-pay status for one pay period the first service year. This may change for future service years depending on workload and budget; however, you will be notified by the supervisor in advance of any upcoming change to the non-pay period for the following year.
Air Quality: Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months-generally May to October. High ozone levels may be the most harmful pollutant here. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement
Qualifications
All qualifications must be met by the closing date of this announcement-12/16/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for the Concession Management Specialist position at the GS-09 grade, you must meet the following minimum qualifications by the closing date of this announcement:
SPECIALIZED EXPERIENCE: At least one year of specialized work experience equivalent to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include, but are not limited to, supporting
management of a commercial use, concessions, special events, and/or other special park uses programs.
OR-
EDUCATION: Two full years of graduate level study leading to a master's degree, or master's or equivalent graduate degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify for the Concession Management Specialist position at the GS-11 grade, you must meet the following minimum qualifications by the closing date of this announcement:
SPECIALIZED EXPERIENCE: At least one year of specialized work experience equivalent to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include, but are not limited to, providing advice and oversight to or about commercial service providers or similar third-party service providers, such as concessioners, leaseholders,
and commercial use authorization holders that provide visitor service operations in a park, recreation industry, or similar environment.
OR
EDUCATION: Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to business administration, economics, accounting, finance, and/or public administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
