Duties

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will be placed in a pay status and can expect to work a minimum of 13 pay periods not to exceed a maximum of 25 pay periods. You will be placed in a non-pay status from approximately 11/2024 to 12/2024. Though my non-pay time may be reduced, you will still be placed in non-pay status for a minimum of 1 pay period in accordance with NPS policy. Additional work must be in concurrence with applicable regulations and policies. The appointee will perform analytical and operational work in support of the Commercial Services Program at Sequoia and Kings Canyon National Parks. This position will administer concessioner contract management and visitor service standards and classifications as part of the National Park Service concessions review program. The incumbent plans, schedules, and conducts evaluation visits of facilities and commercial service operations on a regular basis and collects and monitors contractual, operational and performance data of concessioners. This position will also manage the group's Commercial Use Authorization (CUA) program; and will support the Program on the administration and planning of concession contracts. The position's responsibilities include: Reviewing and applying relevant commercial services laws, regulations, policies, guidelines, and contract language. Contributing to strategic planning efforts related to commercial use in the parks. Performing analysis of financial and operational data from commercial service providers to identify trends, project and evaluate contract performance, and inform program management decisions. Maintaining systems for collecting and managing data, utilizing computer spreadsheets and a variety of database software systems. Developing, maintaining, and improving administrative processes related to commercial services management - processing Commercial Use Authorization and permit applications, collecting and consolidating use data, managing routine correspondence, etc. Building collaborative relationships with commercial service providers, and proactively communicating with internal and external stakeholders on a variety of topics related to commercial services and park management. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-11/16/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Example of specialized experience include participating in developing plans for commercial services in order to provide necessary and/or appropriate services through concession contracts and commercial use authorizations or similar experience; participating in evaluations of concession operations and facilities to determine if they meet requirements and regulations or similar experience; drafting written documents, reports, and correspondence related to concessions and commercial services or similar experience; and responding orally to inquiries regarding the agency's activities, mission, and goals or similar experience. You must include hours per week worked.-OR- EDUCATION: One Full year of graduate level education, OR Superior Academic Achievement (S.A.A.).SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. You must include transcripts. -OR-Successful completion of a combination of graduate education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include but are not limited to monitoring commercial use authorization providers for adherence to their authorizations or similar experience; processing commercial use authorizations or similar experience; and participating in operating plan development for commercial use authorizations or similar experience. You must include hours per week worked.-OR- EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or a LL.B. or J.D., from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position.-OR-Successful completion of a combination of graduate education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
