Duties
Provides leadership and exercises responsibility for the planning, development, direction, implementation, and management of the daily operations of the animal facility.
Provides facility management services, and ensuring the effective management of housing and husbandry, veterinary and critical care, quarantine, enrichment, and nutrition for animals.
Establishes guidelines and procedures for animal care and housing to ensure full compliance of the animal program with pertinent laws, acts, regulations, and U.S. Public Health Service (USPHS) and NIH policies.
Administers policies and procedures relating to all phases of environmental compliance and coordinates issues such as wastewater handling, spill response plan development and management, storm water pollution prevention plans, and air monitoring.
Analyzes monthly budget reports, animal inventories and animal facility activities and uses this information to determine the feasibility of major facility purchases based on resource availability, space utilization, and strategic planning.
Provides support for laboratories at the Bethesda campus in the areas of operational services and logistical functions such as shipping, receiving, and property management.
Determines operating requirements, forecasts material and staff needs, organizes and directs program resources, and evaluates effectiveness of the Animal facility through inspections, quality controls, and management and contract analysis.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Overseeing a variety of functions including but not limited to human resources, training, facilities, procurement, security, budget and financial management; conducting in-depth analysis of programmatic needs and funding sources which includes preparing and submitting a variety of financial reports, studies, and/or data; managing and supervising animal research operations that supports scientific biomedical research laboratories and facilities; supporting the development, technical management, and evaluation of animal operational policies and procedures; and, identifying projects, activities, or situations that adversely affect research plans and recommending solutions to leadership.
