Duties
Collaborate with the Director, Office of Ethics, in formulating, planning, and executing the ethics and standards of conduct programs for the Institute.
Advise the NCI Director and senior leadership on the interpretation and application of statutes and policies to avoid potential conflict of interest issues.
Serve as a first and second level supervisor to Office of Ethics staff.
Deal with complex legal questions, interpreting government-wide and agency rules and regulations that are often precedent setting in nature.
Serve as an NCI expert authority on post-employment restrictions and applicable law.
Oversee the development and maintenance of automated system to expedite administration of the filing system for all financial disclosure reports.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-15 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing an ethics program in a biomedical research environment; administering ethics activities, including public and confidential financial disclosure, standards of conduct, conflicts of interest, and information systems to document ethics monitoring, reporting, and evaluation requirements; assessing compliance of organizational and employee activities with ethics laws, regulations, and policies; providing guidance to managers and employees on ethics requirements and procedures; and providing leadership and direction to other staff in carrying out ethics program functions.
