Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank) and are assigned to Asset Management Division within OBAF. The primary responsibility of the position is to support the most complex international portfolio of financial transactions under the guidance of the Supervisor.
Duties include, but are not limited to:
Performs as an expert in one more of the division's subject matter areas such as sectoral focus, complex restructuring and workout expertise, capital markets analysis, credit analytics, or other areas as may be determined.
Assignments are the most complex, sensitive and/or precedent setting transactions and typically include long term corporate and structured transactions, asset backed transactions, and limited recourse project finance transactions.
Prepares briefings and reports for senior management of relevant transaction, country, and sector developments (e.g., energy, mining, power, etc.)
Reviews the financial documents related to the borrower's financial and operational structure, determines reasonable assurance of repayment; recommends potential changes to structures to improve a borrower's performance and/or competitive circumstance. Executes on the day-to-day activities of transaction management, collects required documentation to evaluate the borrower's financial condition, ensures compliance with executed agreements (as applicable), and determines capacity to repay potential or existing debt.
Prepares written reports on country conditions as required. Utilizes resources such as contact with exporters, borrowers, lenders, government officials, internet, library and other research methods. Serves as a second reviewer of other specialists reports and provides feedback as needed.
Prepares and presents key issues and recommendations in a memorandum and advocates the recommendation to the appropriate approval body. Represents the division by presenting before the Board of Directors.
Completes transaction report requirements according to bank and/or divisional transaction report preparation procedures and maintains transaction files according to EXIM Bank policy.
Serves as a Relationship Manager for borrowers, lenders, and others for the most complex transactions. Maintains oversight responsibility for key sectoral business relationships, banking relationships, interagency partnerships, third-party advisors, government entities and public and private sector organizations; with whom loan specialists interact.
Participates in highly complex consultations, discussions and negotiations with borrowers, lenders, other external parties and stakeholders. Negotiates independently financing terms with borrowers or other creditors for changes to a transaction or restructuring of operative credits for existing authorizations.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience in analyzing financial statements and credit risk of large corporations or project finance loans;
Experience in analyzing country risk, industry, financial, and / or technical information; and
Experience in underwriting, restructuring or portfolio management of corporate or project finance loans.
Education cannot be substituted for experience at the GS-14 grade level.
