These positions are located on a Forest Service unit. Responsible for implementing, operating and maintaining a single integrated financial information system in that it is responsive to user and customer needs. Multiple positions will be filled. Full performance grade level varies by location. See EDUCATION SECTION for specific information for each location and grade level. Duties

Duties listed are at the full performance level. Perform analysis of budget requests, current and historical data to assist operating officials in making funding decisions. Validate program expenditures and justifications to assure compliance with budgetary guidance. Review projected expenditures and changes to program funding to ensure compliance with budgetary guidance. Review and coordinate financial obligations, payments, adjustments, and receivables for an organizational program. Serve as a financial systems point of contact for subordinate units in support of the budget process. Provide budget interpretation and advice to program managers to help prioritize budget requirements. Provide advice and guidance to managers on budget justification to obtain and defend funding requests. Evaluate submitted data for consistency with historical data, current levels of operations, and anticipated changes in staffing and/or funding levels. Check accuracy and adequacy of budget justifications submitted by managers in support of budget requests. Analyze program status, trends and utilization of resources in meeting program accomplishments and mission objectives.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Specialized Experience Requirement: For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; Examples of specialized experience are: Assisting with routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; providing required data and assistance in developing budget and program planning summaries; assisting in the review and coordination of budgetary documents, allocations and operating budgets; and performing analysis of unit budget needs. OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; Examples of specialized experience are: performing routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; providing required data and assistance in developing budget and program planning summaries; assisting in the review and coordination of budgetary documents, allocations, and operating budgets; and performing analysis of unit needs, making recommendation for budget modifications, and creating allotments. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
