Duties

Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment. Plans work for subordinates, adjust short-term priorities, and prepare schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are utilized. Provides subordinates with direction and advice regarding policies, procedures, and guidelines. Prepares technical and summary exhibits for inclusion in the BES and President's Budget submissions. Writes programming, budgeting, and execution policy directives, including the agency Financial Management Manual, necessary to effect improvement in the effectiveness and efficiency of agency financial operations. Responsible for a defendable and quality submission of the agency Program Objectives Memorandum (POM) submission. Serves as a financial consultant to management on issues such as: budgeting strategies; financial management tools and products; resource distribution; program priorities; financial forecasts/projections of annual and long-range financial plans. Conducts special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This is a Financial Management Level 3 certified position.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience at the GS-14 level is defined as experience providing financial oversight and management to multiple programs/projects, to include Information Technology (IT) programs; and experience with appropriated and working capital/revolving fund budget formulation and execution processes. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-14 grade level.
