You will serve as a ADMINISTRATIVE OFFICER in the COMMANDER NAVAL INSTALLATIONS COMMAND ADMINISTRATION DEPARTMENT of NAVBASE KITSAP SILVERDALE WA.

Duties

You will advise internal and external customers on agency administrative policies and/or procedures. You will analyze current manpower data (e.g., civilian strength, vacancies, projected gains, projected losses) to determine man hour requirements. You will oversee workforce management support services (e.g., personnel actions, awards program) for compliance of policies and regulations. You will evaluate administrative operations to verify compliance with regulations. You will prepare outgoing correspondence in accurate message format for a department.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing administrative services and procedures such as forms management, files, directives and correspondence management, classified material custodian, records management, office equipment and supplies; 2) Monitoring/executing financial and budgetary transactions to ensure adequate control of funds; and 3) Communicating administrative program reports, changes in protocol, and correspondence. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. My percentage of the required education plus my percentage of the required experience is equal to 100%.
