Duties
This position is located in the Office of the Chief Medical Office (OCMO), Operations Support Office (OS), United States Customs and Border Protection (CBP). The purpose of this position is to serve as the CBP Deputy Chief Medical Officer. The incumbent provides expert technical and administrative direction and advice on issues pertaining to medical and health matters. Provide high level and sensitive advice and counsel to executive leadership on a variety of highly complex medical issues and key and emerging medical policy issues, priorities, and program direction of critical importance to CBP.
This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10)
While serving as a Supervisory Medical and Health Specialist, Physician Assistant, or Nurse your duties and responsibilities may include:
Participating with the Operations Support, Executive Assistant Commissioner (OS EAC) and the Chief Medical Officer (CMO) in managing and directing policies and programs that pertain to medical and health standards employed by CBP personnel when encountering migrants and the traveling public;
Developing short and long-term strategies to address programmatic issues involving the health and welfare of CBP employees and individuals encountered during CBP operations;
Working closely with the CMO and providing direction and advice on all matters that pertain to planning, preparation, response, recovery, and incident management pertaining to medical and health threats;
Representing the CMO in meetings and conferences with private citizens, representatives of private industry, Congressional staff, and federal, state, local, and tribal health and law enforcement agency officials;
Setting priorities, assigning work, and scheduling for project completion to subordinate supervisors and direct reports; and
Establishing and communicating performance requirements, evaluating work performance, and recommending recognition of employees.
Qualifications
Basic Requirements. To be considered for the position, you must meet the following qualification requirements:
Supervisory Medical and Health Specialist (0601):
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
OR
Physician Assistant (0603):
Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant(external link) (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Successful completion of the National Commission on Certification of Physician Assistants(external link) (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education(external link) (CME) and re-certification.
AND
Licensure: applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
OR
Nurse (0610)
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
AND
Nurse Licensure/Registration: For all grade levels and positions, applicants must have passed the National Council Licensure Examination . In addition, you must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

AND
Experience (0601, 0603, 0610): You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Formulating, developing, and implementing policies related to medical and health systems, information, and medical and health facilities;
Conducting advanced medical research to determine if the organizations approach to medical and healthcare is sufficient, keeping abreast of new developments in technique and technology;
Serving as an authority and consultant on projects having potentially extensive impact on medical, health, and health threats;
Ensuring an effective program is in place to identify training needs and developmental opportunities of subordinate staff; identifying developmental and career advancement needs

Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
