This position is located in the Servicing and Asset Management Office, Customer Loan Servicing Directorate, Direct Loan Division.
The incumbent will be responsible for the direct oversight and execution of program objectives and goals of the Direct Loan Division.
Duties
Directly and indirectly, through Branch Supervisors and Section Supervisors, supervises a staff of approximately 118 professional and administrative, and technical employees in grades GS-7 through 14.
Approves division work plans and schedules. Defines objectives and general operating procedures; exercises related human resources management functions.
Evaluates work performance of supervisors and serves as reviewing official on evaluations of non-supervisory employees. Provides advice, counsel, and instruction to employees on both work and administrative matters.
Leads, manages, and oversees the management of methodology and application of all RD loan and grant programs payments served by Servicing and Asset Management Office.
Establishes and implements accounting and financial reporting requirements. Participates in decision-making for formulating policies and procedures related to financial service.
This position is emergency essential. The incumbent or designated alternate cannot be vacated during a natural disaster, emergency, terrorism, or other catastrophic event without seriously impairing the mission of the agency.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-14) in the normal line of progression for the position being filled.
GS-15: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-federal equivalent.
Specialized experience is defined as performing the full range of supervisory functions; executing Mortgage and Loan Principles and Practices in the areas of financial and accounting management; creating reports on, and reviewing payment application data from a loan and grant portfolio; ensuring staff has the tools, training, feedback, priorities, and automation support needed to accomplish workload; managing strategic planning initiatives to forecast goals, deliverables, and initiatives for the organization; utilizing a wide range of qualitative and/or quantitative methods to assess and improve organizational and mission effectiveness and/or improve complex management and accounting processes.
There is no substitution of education for experience at the GS-15 level.

Education
Basic Education Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
