This position is located within the Debt Management Branch. The incumbent will serve as a Branch Chief in assigned division, performing supervisory duties including planning work. Setting & adjusting priorities, coordinating loan servicing & management reporting activities for guaranteed loan portfolio. This position is eligible for a remote work arrangement with exceptions. The selectee must reside or be willing to relocate in the St Louis, MO commuting area due to the duties of the position.

Duties

Performs the full range of supervisory responsibilities under the Servicing and Asset Management Office (SAMO). Plans work to be accomplished; sets/adjusts priorities, and prepares schedules for completion of work. Assigns work based on priorities. Develops performance standards. Evaluates work performance of subordinates. Advise, counsel or instruct employees on both work and administrative matters. Provides active leadership in the Equal Employment Opportunity (EEO) program administration. Directs the development and implementation of new accounting systems to meet the needs and requirements of the mission area program requirements due to prevailing laws, regulations and standards. Develops policies, methods and procedures related to loan and grant accounting functions to effectively and efficiently meet the goals and objectives of the branch in support of the overall mission and functions of SAMO. Liaison with senior level mission areas and USDA management officials, Government Accountability Office (GAO), Office of Inspector General (OIG), National Finance Center (NFC), Office of General Counsel (OGC), Department of Treasury, and others. Develops short-, intermediate-, and long-range plans for meeting goals and objectives for accounting and financial management servicing and reporting functions.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-14: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent. Specialized experience is defined as ability to directly and indirectly supervise subordinate employees; assign, direct, and review their work; plan and carry out training and development; solve problems related to the work supervised; expert knowledge of financial management, fiscal and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards; ability to interpret complex financial and accounting data and provide appropriate analysis for management's use in decision-making; and ability to develop guidance, memoranda, and instructions, which cover the full spectrum of accounting, and possess or have the potential to develop the qualities of successful supervision. There is no substitution of education for experience at the GS-14 level. Education

Basic Education Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
