The Staff Assistant is located in the Office of the Associate Deputy Under Secretary for Health for Quality and Patient Safety (ADUSH QPS) which organizationally reports to the Office of the Deputy Under Secretary for Health (DUSH), Veterans Health Administration (VHA) and includes the National Center for Patient Safety (NCPS), Analytics and Performance Integration (API) and the Office of Quality Management (QM). The Office has over 400 FTEE and is one of seven (7) AUSH Offices within VHA.
Duties

The duties of the Staff Assistant include, but are not limited to:
Serves as an organizational lead in the management and execution of management and execution of multiple high-level organizational initiatives.
Performs analytical, qualitative, and administrative functions.
Provides substantive management or program evaluation work.
Manages, develops, and maintains effective office systems, processes, procedures and communications.
Prepares materials for briefings and other presentations, determining informationt to be presented and appropriate formats.
Researches and analyzes decision papers on operational issues.
Develops and executes work in support of system-wide projects, conferences, and meetings.
Establishes and maintains electronic and manual filing systems to enable easy retrieval of all documents and correspondence coming to the office.
Coordination of liaison activities relative to all administrative and operational aspects of the office and other VHA units.
Exercises judgement and flexibility in determining the approach, methods, and prioritization of project completions.
Represents the Office of the ADUSH at internal and external meetings on a broad range of issues.
Manages schedules, agendas, and action items for key groups.
Coordinates information gathering, discusses issues and possible solutions, solicits feedback, presents findings, coordinates programs or activities, schedules meetings and develops agendas.
Designs suspense systems for items requiring follow-up and to assure timely replies.
Performs analytical and evaluative work associated with program activities as in developing operational efficiencies, reducing redundancy, and improving quality and services.
Analyzes and integrates program financial technical, procurement, and scheduling information.
Utilizes knowledge of office functions and priorities in order to independently manage the meeting schedules in alignment with the Office's priorities.
Serves as a communication liaison with persons and groups within and outside of the office with the authority to speak on behalf of any of the Directors regarding meeting schedules and other administrative issues.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm

GS-11 Requirements:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: performing analytical and qualitative administrative functions to support organizational objectives; developing and executing work plans and systemwide projects, including conferences and meetings while ensuring effective coordination of information; analyzing and integrating programmatic financial, technical and scheduling data to optimize operations and achieve strategic goals. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education.

Examples of specialized experience would typically include, but are not limited to: extensive experience leading advanced analytical and qualitative administrative functions to derive organizational success; experience to design, implement and oversee complex systemwide initiatives, including high-profile projects, conferences and executive-level meetings; managing cross-functional coordination and providing strategic oversight for office operations; integrating financial, technical, procurement, and scheduling data to inform executive decision-making, optimize resource allocation, and ensure alignment with organizational objectives.
Preferred Experience: Extensive experience managing projects as a COR I or COR II contract procurement and planning, ensuring compliance with federal acquisition regulations. Skilled in leading end-to-end project management processes, from scope development and resource allocation to execution and performance monitoring. Proficient in managing executive calendars, coordinating high level meetings , and facilitating communication between external and internal stakeholders to ensure alignment with organizational priorities.

Physical Requirements: Physical demands of this position require the incumbent to be able to operate a computer, telephone, fax machine, and copier and to be able to move about freely in the VACO office spaces. There may be occasions where this will be an emotionally charged environment dealing with many issues at one time, and frequently changing priorities. These changing priorities may cause extensive pressure to be placed on the incumbent.
