Qualifications

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as assessing and reporting on organization-wide financial controls of resources; establishing and operating automated financial accounting and reporting systems; and advising financial managers and other accountants on financial issues by providing alternative solutions.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of accounting theories, procedures, and generally accepted accounting principles and standards.
Skill in writing sufficient to develop reports on accounting and financial management issues.
Skill in analyzing financial data to draw conclusions.
Skill in using automated and/or manual accounting and financial management systems.
Skill in oral communication sufficient to brief senior management on financial recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in accounting and/or auditing; or a related field such as business administration, finance, or public administration with 24 semester hours in accounting and/or auditing (up to 6 hours in business law counts toward these hours);
OR
a combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge; your background must also include one of the following:
- 24 hours in accounting or auditing courses which can include up to 6 hours of business law;
- certificate as Certified Public Accountant or Certified Internal Auditor; or
- completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that:
(a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and
(c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.
